APPLICANT REQUESTS THAT:
Her Home of Record (HOR) reflect Waco McLennan County, Texas,
rather than Little Rock, Arkansas.
APPLICANT CONTENDS THAT:
Texas has been her legal permanent home state since 1964. She
has been granted benefits based on being a Texas veteran. This
error has caused undue hardship.

Exhibit A.
STATEMENT OF FACTS:
The applicant enlisted in the Regular Air Force on 17 March
1976.
On 1 February 1977, the applicant was honorably discharged in
the grade of airman under the provisions of AFM 39-10. She
served 9 months and 19 days on active duty.
AIR FORCE EVALUATION:
AFPC/DPSIPE recommends denial. DPSIPE states the DD Form 4,
Enlistment/Reenlistment Document Armed Forces of the United
States, is the source document for HOR and Place of Entry (POE).
The Joint Federal Travel Regulation (JFTR), Volume 1, Appendix
Al, part 1, states, The place recorded as the home of the
individual when reinstated, reappointed, or reenlisted remains
the same as that recorded when commission, appointed, enlisted
or inducted, or ordered into the tour of active duty, unless
there is a break in service of more than one full day. Only if
a break in service exceeds one full day, may the member change
the HOR.
The HOR is the location identified by the individual upon
entering the service, not a location where the individual is
later assigned or a location selected for convenience; a
correction must be fully justified. Domicile or legal residence
may change, but the HOR will not. AFPC Enlisted Accessions
Branch confirmed that her initialed DD FM 4/1, dated 17 March
1976, on file lists Little Rock, Arkansas, as her HOR.
There appears to not be an error or injustice in this case.

APPLICANT'S REVIEW OF AIR FORCE EVALUATION:
On 15 September 2014, a copy of the Air Force evaluation was
forwarded to the applicant for review and response within
30 days (Exhibit C). As of this date, no response has been
received by this office.
THE BOARD CONCLUDES THAT:
1. The applicant has exhausted all remedies provided by
existing law or regulations.
2. The application was not timely filed; however, it is in the
interest of justice to excuse the failure to timely file.
3. Insufficient relevant evidence has been presented to
demonstrate the existence of an error or injustice. We took
notice of the applicants complete submission in judging the
merits of the case; however, we agree with the opinion and
recommendation of the Air Force office of primary responsibility
(OPR) and adopt its rationale as the basis for our conclusion
the applicant has not been the victim of an error or injustice.
Therefore, in the absence of evidence to the contrary, we find
no basis to recommend granting the relief sought in this
application.
THE BOARD DETERMINES THAT:
The applicant be notified the evidence presented did not
demonstrate the existence of an error or injustice; the
application was denied without a personal appearance; and the
application will only be reconsidered upon the submission of
newly discovered relevant evidence not considered with this
application.
